ADREC was established in November 2023 under the Department of Municipalities and Transport, consolidating real estate regulation into a single authority. An ADREC valuation certificate is a government-issued record of value drawn largely from registered transaction data. It is efficient, low-cost and appropriate for administrative and registration purposes.

A professional valuation report is prepared by a licensed valuation firm, involves a physical inspection, and sets out the methodology, comparable evidence, assumptions and the valuer's reasoning. It is prepared under the Abu Dhabi Real Estate Valuation Standards (ADREVS) and the International Valuation Standards (IVS) — and, where the valuer is RICS-regulated, in accordance with the RICS Red Book.

Step-by-Step: Requesting the Certificate via TAMM

  1. Log in to TAMM. Access the TAMM portal or app and sign in with UAE Pass. Confirm your mobile number and email — status updates arrive by SMS.

  2. Select the valuation certificate service. Navigate to the real estate services section and initiate the valuation certificate request.

  3. Enter property details. Complete every field accurately: plot and title deed number, property type, location and built-up area. Errors here trigger rejection and a fresh application.

  4. Upload your documents. Attach the full set listed above.

  5. Pay the fee. Fees are displayed before payment and vary by property type. Print or save the payment receipt.

  6. Await processing and collect. Once the request is processed, the certificate can be printed directly from the portal.

A holder of a registered power of attorney may complete this process on the owner's behalf.

Standard processing time is three working days from submission, assuming documentation is complete. Complex assets, incomplete files or properties requiring physical inspection take longer.

Choosing a Licensed Valuer

If your situation calls for a professional valuation report rather than the certificate, the choice of firm matters more than the fee.

Verify the licence. Every individual practising valuation in Abu Dhabi must hold a current ADREC valuer licence, renewed annually and subject to mandatory continuing training on ADREVS and IVS updates. A valuation from an unlicensed party is not defensible and may be rejected outright.

Check the standards applied. The report should state the standards it was prepared under, the basis of value, the valuation date, the inspection date, and any special assumptions. If it doesn't, it isn't a professional valuation — it's an opinion on letterhead.

Match the firm to the purpose. A residential apartment appraisal and a portfolio valuation for corporate tax purposes require different expertise. Firms regulated by RICS operate under an independent professional and disciplinary framework, which is why lenders, auditors and courts across the UAE consistently ask for RICS-compliant reporting.

Confirm independence. The valuer must have no interest in the transaction. If the same party is brokering the sale and valuing the asset, the valuation is compromised.

Special Cases Worth Knowing

Al Reem Island. Since January 2025, real estate regulation and property registration on Al Reem Island fall under the ADGM Registration Authority following the ADGM Real Property Regulations 2024. Requirements and processes differ from mainland Abu Dhabi — confirm which regime applies before you apply.

Off-plan property. Valuation of an incomplete unit involves assumptions about completion and requires evidence of construction progress and the payment schedule.

Land and development sites. Valued on a residual or comparable-land basis and typically requiring planning and zoning verification. Recent zoning changes can materially affect value — verify current boundary and use designations before submitting.

Registration context. Property registration in Abu Dhabi attracts a fee of 2% of transaction value under Executive Council Resolution No. 49 of 2018. Assessed value directly affects what you pay.
